Making the most of every drop of water remains a priority for Southern Downs Regional Council and the 2025/26 Draft Budget outlines a $12.4 million investment in long-term water and wastewater infrastructure projects that aim to protect existing water supplies and improve the region’s resilience during drought events whilst planning for future growth.
To achieve these outcomes Council is proposing that water access charges again increase by 9.25 per cent, in line with the pricing strategy adopted in the 2023/24 Budget. This rise represents an increase of $2.44 per week for a family of four consuming 200KL of water per year noting however that the average residential consumption for 2024/25 was well below that, at 115KL.
Southern Downs Mayor Melissa Hamilton said the draft budget’s proposed water projects and pricing continues to reflect Council’s proactive approach to managing water resources to meet growing community needs with unpredictable weather events.
“Managing our water resources is one of our highest priorities,” Mayor Hamilton said.
“These water and wastewater infrastructure projects aim to future-proof our region and ensure our residents and businesses have access to safe, reliable water for years to come.”
Key water projects in the draft budget include $1.5 million for the replacement of the raw water pipeline from Leslie Dam to Warwick and $1.5 million for the continued rollout of smart water meters. More than 12,000 smart meters have been installed to date to enhance households’ ability to monitor water consumption and reduce water loss through early leak detection. The program has already identified more than 1,700 leaks and saved ratepayers thousands of dollars.
In addition, wastewater charges are proposed to rise by 3.7 per cent, supporting the renewal and maintenance of vital sewer infrastructure. Major projects include the $1.2 million renewal of the McEvoy rising main and a $750,000 sewer relining program to extend the life of ageing assets. The Warwick Treatment Plant is also planned for a $1 million upgrade.
