Draft budget boosts community liveability and wellbeing

Southern Downs Regional Council’s 2025/26 Draft Budget delivers a strong commitment to enhancing community liveability and wellbeing, with a suite of initiatives that improve local amenities, support active lifestyles and offer affordable access to Council-owned recreational facilities.

From playground upgrades to lower fees and charges for halls and pools, the draft budget spending targeted investments that puts people first.

$1.2 million is proposed to upgrade open spaces, including the installation of new shade structures at the Warwick and Stanthorpe dog off-leash areas and improvements to local playgrounds across the region, ensuring the community can enjoy safe, comfortable and inclusive public spaces.

In a move to ease cost-of-living pressures, the draft budget reduces a range of fees and charges.

Hall hire for community groups will be more affordable, charged at an hourly rate with a capped maximum daily cost to provide greater access to ensure the region’s hard-working volunteers continue to meet the needs of their local communities.

Seasonal family passes will make access to the outdoor pools more budget-friendly, and Council has ensured that swimming squad fees are inclusive of pool entry to set our swimmers on the path to Brisbane 2032.

Recognising the importance of compassion and support, Council proposes to waive pet hand-back fees at its pounds for any residents experiencing financial hardship. This initiative ensures that cost does not prevent residents from responsibly handing back pets.

Southern Downs Mayor Melissa Hamilton said the draft budget aims to improve liveability across the region while supporting families and individuals through a responsible and community-focused approach.

“This draft budget is about the everyday experience of living in the Southern Downs to build a stronger, more vibrant region by investing in what matters most to our community—liveability, affordability and wellbeing,” Mayor Hamilton said.

“We’re investing in our parks and open spaces, and reducing fees to make community facilities more accessible and budget-friendly.

“These are practical initiatives that respond directly to community needs and help people enjoy a healthier, more connected lifestyle.”

After two weeks of open community information sessions across the region, the 2025/26 Draft Budget is now open for public submissions.
