A new plan for a growing region: Have your say on the draft Planning Scheme

Southern Downs Regional Council wants the community to have their say on its draft Planning Scheme that will guide development and land use across the region.

The draft is set to replace the current scheme and reflects more than three years of community engagement, technical review and alignment with State planning policy. The draft is open for public consultation from Monday 28 July to Friday 19 September 2025.

Mayor Melissa Hamilton said it’s time for the Southern Downs to have a modern planning scheme that recognises the region’s potential.

“Planning schemes are more than just zoning maps—they are about shaping the kind of communities we want to live in,” Mayor Hamilton said.

“It’s time for the Southern Downs to have a planning scheme that helps us to realise our amazing potential and makes it easier to live, work, play and invest here.

“We want our community to help shape the future of our region and ensure that the draft Planning Scheme lays the foundation for a stronger, more liveable and vibrant Southern Downs.

“I encourage everyone to get involved, have your say and champion the opportunities you see for the region.”

The scheme has been drafted with simplicity in mind, making it easier for residents, developers and industry professionals to find the information they need. Key changes include updated zoning and overlays, support for a broader mix of housing options, streamlined assessment processes to reduce red tape and new provisions that make it easier to co-locate food and drink outlets with wineries and micro-breweries.

The full draft Planning Scheme is available in hard copy at Council’s Administration Buildings or online at Council’s newly launched engagement platform.

Submissions can be lodged three ways:

Property owners directly affected by proposed changes will receive a letter outlining specific impacts. Importantly, lawful existing uses will not be impacted by the draft scheme.

If you’re unsure how the changes may affect you, Council encourages you to attend an upcoming community information session. These informal drop-in sessions will help you gain a deeper understanding of the proposed changes and what they mean for the region.
