Development applications (DA) requiring public notification in the Southern Downs
Public notification is a part of the development assessment process that only applies to Impact Assessable applications, an application for a Variation Request and a Change Application (for an Other Change).
The purpose of public notification is for the community and relevant stakeholders to be informed of the proposal and to provide an opportunity for those interested to have their say on the development being proposed.
A DA is open for feedback during the public notification period. The applicant will notify the public by:
- placing a sign on the property
- an ad in a local paper
- a letter to all properties that adjoin the site.
A submission can be made at any time during the public notification period. Council considers all comments received on an application which undergoes public notification, however, for you to have appeal rights, the submission must be considered ‘properly made’.
Properly made submissions
Making a properly made submission means you will have appeal rights after Council makes our decision on the DA.
A properly made submission must be:
- in writing
- signed by each person making the submission
- sent to us during the public notification period.
Information on how to make a ‘properly made’ submission can be found on Council’s Submissions Information Sheet (PDF 267KB).

After your make a submission
Once submissions are closed, Council will consider your feedback as the DA is assessed.
The issues raised in submissions may lead to the DA needing changes. Major changes may trigger:
- a restart to the assessment process
- another public notification period.
We publish the decision notice here and will send you a copy. The decision notice explains how we reached our decision.
Appeal a decision
If your submission was properly made, you may appeal the decision through the Planning and Environment Court. Details relating to lodging an appeal will be sent to you with the decision notice.
You may want to also seek your own legal advice about appeal rights.
Change or withdraw a submission
You can withdraw a submission at any time before we make a decision on the DA.
Changing a submission must be done before the end of the public notification period.
Contact Council to change or withdraw your submission.
