Schedule of Rates and Utility Charges for the Current Financial Year

Pursuant to Section 94 of the Local Government Act 2009, for the financial year beginning 1 July 2017, Southern Downs Regional Council will make and levy rates and charges. All rates and charges are set out in Council's Revenue Statement (PDF 182.2KB) and include:

2.Special Charges

3.Utility charges for Waste water (PDF 28KB)

4.Utility Charges for Refuse Collections (PDF 16KB)

5.Utility Charges for Water (PDF 28.4KB)

6.Utility Charges for Trade Waste 

Rationale

Council accepts that the basis for levying general rates in Queensland is land valuations. Moreover, Council is committed to spreading the general rates burden equitably among broad classes of ratepayer.

In this context Council has designed the general rating system taking into account the following factors:

  • The relative rateable value of lands and the general rates that would be payable if only one general rate were levied,
  • The use of the land as it relates to actual and potential demand for Council services,
  • Location of the land as it relates to actual and potential demand for Council services, and
  • The impact of rateable valuations on the level of general rates to be paid.

Limitation of increase in rates levied

In accordance with Section 116 of the Local Government Regulation 2012, Council will apply a 6.00% limit on the increase in the general rates levied for 2016/2017 financial year over the amount of general rates levied in the 2015/2016 financial year, on that class of land that meets the following criteria:

  1. the land has direct frontage to the Quart Pot Creek parkland, and
  2. prior to the Quart Pot Creek parkland development the land formed part of a parcel of land of which a part was donated to Council for the purpose of developing the creek parkland corridor;
  3. and the land is still owned by the original owner who made the donation to the Council or is owned by a related member of the family of the original owner who made the donation and the land was gifted to that family member by the original owner.

Discount

Council at its budget meeting resolved to allow discount of seven and a half percent (7.5%) on all current general rates if payment is received by Council or its agents on or before the discount date for the rate.

The discount does not apply to Utility Charges for Water, Sewerage, Waste Management and Trade Waste or the Special Charges.

The discount will be allowed if the rates and charges are paid within 30 days of the issue date. 

The discount does not apply to a general rate paid in full by the discount date or by the end of the discount period if other rates or charges remain unpaid on the land and are overdue.

Payments by instalments do not qualify for a discount.

The Emergency Management Levy is a Queensland State Government Charge and does not qualify for a discount.

Interest

Interest will be charged at the rate of eleven per centum (11%). Interest is compound interest, calculated on daily rests on all rates and charges that are 5 days overdue from the due date.
